About

​​Sommer Moser is a seasoned attorney specializing in energy and regulated utility law, based in Portland, Oregon. Her practice focuses on a mixture of litigation before administrative agencies and reviewing courts, regulatory advising, transactional work and legislative advising. Representative clients include large load customers, including data centers, as well as developers.

Sommer represents clients before state and federal agencies, focusing on ratemaking proceedings including general rate cases, renewable adjustment clauses and annual power cost filings, as well as policy and rulemaking proceedings related to integrated resource planning, large customer retail choice, voluntary renewable energy products, resource adequacy, day ahead markets, transmission and wildfire preparedness. If and when these matters are appealed, Sommer represents clients in appellate proceedings before state appellate courts and the 9th Circuit. Sommer’s expertise also includes legislative bill review, policy analysis and testifying on behalf of clients before state legislative bodies. Once legislation is enacted into law, Sommer advises clients on implementation and compliance issues. In addition to regulatory matters, Sommer also provides legal services in support of transactional matters including contract review and negotiation, as well as advising clients directly regarding regulatory matters likely to impact client interests.
 
Sommer opened Pepple Moser, P.C. with her law partner, Tyler Pepple, in October 2025 after three and a half years of working together at Davison Van Cleve PC. Sommer joined Davison Van Cleve in 2022 and was named partner in 2024 and became a shareholder in 2025. Before her time at Davison Van Cleve, Sommer spent six years as an Assistant Attorney General with the Oregon Department of Justice, representing the Oregon Public Utility Commission (OPUC) Staff in all manner of contested cases, rulemakings and policy proceedings related to electric utilities, natural gas utilities, water utilities and regulated telecommunications companies.  During her time at Oregon DOJ, Sommer also provided legislative bill review for legal sufficiency and policy matters, as requested. Prior to her time with Oregon DOJ, Sommer spent five years representing residential utility customers in Oregon in energy and telecommunications matters before the OPUC.

Her career is driven by a deep interest in energy and environmental law, an interest that began during her undergraduate years which allowed her to gain experience in advocacy before the Texas State Legislature on energy-related matters - an experience that directly influenced her legal specialization. 
​
Sommer is admitted to practice in Oregon, Idaho, and before the United States Court of Appeals for the Ninth Circuit.
