About

Marie Barlow specializes in legal, regulatory, and policy issues affecting the energy industry.  Her practice includes transactional matters and advocacy before administrative agencies, courts, and legislatures. Marie has experience advising independent power producers, developers, trade groups, utilities, non-profits, and local governments.
 

Marie has deep expertise in interconnection, transmission, utility resource acquisition, power purchase agreements, and the Public Utility Regulatory Policies Act. She represents clients in proceedings before state and federal commissions including integrated resource plans, request for proposals, rulemakings, general rate cases, and cost recovery matters. Marie also represents interested parties before the Bonneville Power Administration in formal and informal proceedings. She also handles administrative appeals of agency orders. Marie’s practice takes her before the state legislatures where Marie has both provided legislative bill review and testified before legislative committees on behalf of clients. Marie takes a “listen first” approach to problem solving and brings both technical strength and creative thinking to every engagement.
 

Marie Barlow joined Pepple Moser, P.C. as Of Counsel in 2026.  Prior to joining, Marie spent six years as in-house counsel for an Oregon-based solar generation and battery storage developer advising on energy regulatory, policy, and transactional matters before state and federal commissions and the Bonneville Power Administration including associated appeals of administrative orders in Oregon and Federal court.  Prior to that, Marie worked for three years at Sanger Law, P.C. focused on state utility and regulatory issues across the Pacific Northwest and Mountain West.  Marie also worked as a legislative aide for a House Energy and Environment Committee Member during the passage of Oregon’s landmark “Coal to Clean” legislation.  Earlier in her career, Marie practiced family law and employee benefits law.

 

Marie’s commitment to energy and the environment has shaped her professional path. She grew up in the Inland Northwest, just outside Spokane, WA where she spent summers camping in North Idaho. She majored in environmental studies and economics as an undergraduate, and she spent a year in Montana as an AmeriCorps Volunteer In Service to America focused on energy, environmental, and conservation issues affecting low-income individuals. This commitment to service continues to inform her work.
