About

Michelle Madsen is an associate at Pepple Moser, P.C. Her practice primarily focuses on administrative litigation and transactional work. Specifically, she assists clients on matters related to state utility commissions and energy markets, and supports senior partners in transactional matters, including contract review and negotiations regarding regulatory matters and client interests.

 

Michelle graduated from the University of Oregon School of Law in May 2023 with certifications in Natural Resource & Environmental Law and Ocean & Coastal Law. She began her career with the State of Wyoming Office of Consumer Advocate and represented all ratepayers in Wyoming in proceedings before the Wyoming Public Utility Commission. During her time in Wyoming, she assisted in general rate cases, power cost proceedings, mergers and acquisitions, energy markets, and transmission concerns. Additionally, Michelle participated in a number of legislative working groups to address telecommunications and wildfire issues associated with investor-owned utilities.

 

Michelle joined the firm in 2025. Prior to Pepple Moser, P.C., Michelle was an associate at Davison Van Cleve, PC's Portland office. She is an admitted and active member of the state bars of Oregon and Wyoming.
